To fix this you go to c:/users/[username]/appdata/roaming/sega/yakuza kiwami/graphics.ini (replace username with your username), set MaxFps=240 to 60 or whatever value you desire. this should fix the problem.
NOTE: 144 fps seems to be bugged as well, so try to aim for something lower than that.
